It took the reublic until it was too corrupt and needed a ruler of some kind and a high prior, a mortal deity, so that the population would not be too unhappy with the government and let it down (with civilian uprising).
Emperor (high king, prince.....) like this, but not for long (uh, maybe a little more: Emperor Rome took about 476 years), because it is a rotted kind of governance, and its kingdoms are usually already meant to be overrun. What qualifications does someone have to become king?
