It gives you the opportunity to find out what writing is all about, the fundamentals, try some drills, see how good you are - or rather how much you still have to find other authors in the same phase as you, and have an expert instructor to teach you and ask your own question.

Having dominated these subjects, and my earlier shortcomings now strengthens, I would then hand in another part of the letter (or rework the preceding one) and find out whether it was good enough for publishing now, or whether I needed further learning/learning in another area.

However you do, don't just immerse yourself and begin writing without knowing how writing works. It was a big error I made at the beginning of my carreer and I spent three years of my whole lives wasting it.
They really have to invest some initial training to learn the basics: how to correctly organize a play, how to make your character real, how to make it dramatic and exciting, how to change tempo, when to change points of view and not, how to write a script and hand it in for publishing, what writers, agencies and publishing houses are looking for and so on.
